If the content is on Facebook, then there's a chance they could do with it whatever they want. If it's links to your blog posts, you're probably ok. If it's the entire blog content, you might not be.

As far as the impact, unfortunately, for the vast majority of people, it probably won't impact how they use Facebook. Too many people ignore the Terms of Service entirely or purposefully don't pay attention to it. I'd guess that breastfeeding mothers would be a more vocal group about the change especially if it resulted in a BF-ing photo being used for an ad campaign or something.

There have already been ad campaigns run on Flickr photos (even obtained w/o the proper permissions: http://www.switched.com/2007/09/21/virgin-mobile-steals-teens-flickr-photo-for-ad/ ). It won't be long before an ad agency "buys" a photo from Facebook to use. It will probably take another "Dump Your Pen Friend/Virgin To Virgin" style ad to get more people riled up.

do you think this applies to RSS feeds that are run through facebook? What about the whole "networked blogs" thing? I'm off to remove my feeds. No need to invite trouble.

Frankly, all of this sounds "evil". Do you think that Google can buy Facebook so it will fall under their "don't be evil" doctrine?

All kidding aside, do you think that this will actually have impact on how people use Facebook? I think I will think twice before uploading certain pictures. I am awfully happy with Facebook as it works for me even if I'm annoyed with some of their practices. That's the rub, isn't it? Deciding how much of a bad policy you can stand before you get up and leave.

I'll muse and get back to you.
